Is it is possible to construct a heat engine, which is free from thermal pollution?
No. The second law says that it is impossible for the efficiency of any heat engine to be equal to 1.0. Since the efficiency of a heat engine means that |Ql| must be non-zero and hence some heat must be given off as waste or pollution.
